Constitutional Carry update: Republicans are pro gun..?

Constitutional Carry is the basic principle that if you are legally eligible to purchase a firearm, you should be able to carry that weapon, concealed, for self-defense without government permission.

Passage of Constitutional Carry does not abolish existing permit systems, or their corresponding reciprocity agreements. It merely provides law-abiding citizens with an alternative avenue for armed self-defense.

Passing Constitutional Carry in state legislatures across the country is a key goal of the National Association for Gun Rights’ State Legislative program. The National Association for Gun Rights’ activists successfully passed Constitutional Carry in Wyoming in 2011.

Constitutional Carry is law in Vermont, Alaska, Arizona and Wyoming.

  • Colorado: Two Constitutional Carry bills have been introduced, one in each chamber. SB-25 (Neville) has been procedurally killed in committee. HB-1092 (Priola) was on third reading but they sent it back to Judiciary to clear up a language dispute.
  • Georgia: HB-679 (Spencer) is in Public Safety & Homeland Security. It was heard on February 13th, but the committee’s chair, Republican Ann Purcell, refused to allow an up or down vote. Georgia’s important “crossover” deadline has since passed, but there is still time to add it as an amendment to another gun bill.
  • Iowa: Working with our ally Iowa Gun Owners, two Constitutional Carry bills have been introduced in Iowa (HF-291 and HF-2113). They are in the Public Safety Committee. Again, Republican leadership has blocked the vote in effort to quietly kill both bills, but pressure to revisit this legislation is mounting.
  • Kentucky: HB 280 (Harmon) is in the House Judiciary Committee.
  • New Hampshire: Working with our ally New Hampshire Firearms Coalition (NHFC), HB-536 (Hoell) passed the House and received a favorable hearing in the Senate Judiciary Committee. This is the second year in a row that it has passed. However, anti-gun Republican leadership is trying to kill it behind the scenes. NAGR and NHFC have worked hard to expose the anti-gun backroom dealings.
  • Maine: Two 2011-12 bills were killed by leadership.
  • Mississippi: HB 596 (Formby) was introduced this past month; however it contains some bad language that needs to be amended out.
  • Montana: In 2011, NRA “A-Rated” rated Governor Brian Schweitzer vetoed Constitutional Carry. Montana does not hold a legislative session in 2012. NAGR is continuing to work in Montana to see that this becomes the standard in all areas of the state next year.
  • Ohio: HB 256 (Adams) is the 2011-12 bill. It is in the State Government & Elections committee.
  • Oklahoma: There are dozens of gun bills floating around the capitol this year. While most of have an emphasis on open carry, one proposed floor amendment from last March (FA-7 by Derby) to HB-1796 (Tibbs) came close to doing away with the permit requirement.
  • Rhode Island: S 2133 (Picard) is in Senate Judiciary.
  • South Carolina: The concept was introduced earlier in the 2011-12 session, but didn’t make it far before the anti-gunners stalled it and watered it down. NAGR members in the Palmetto state are working to get a recorded vote on Constitutional Carry in the South Carolina Legislature.
  • South Dakota: NRA “A-Rated” Republican leadership violated the state constitution to prevent HB 1015 (Kopp) from receiving a floor vote. They substituted it with language that at best still requires a permit in the form of your driver’s license and still mandates ALL the requirements including a background check. South Dakota Gun Owners and NAGR will continue to work toward a real Constitutional Carry law in the future.
  • Tennessee: Several Constitutional Carry bills have been introduced in the last two years including SB 397, which awaits a hearing in the Judiciary Committee. On February 2, companion legislation was introduced in the Tennessee State House — HB 3818.
  • Virginia: HB 139 by Delegate Cole was left in committee after crossover without being continued. Cole was unwilling to respond to the demands of NAGR members to file a discharge petition to bring Constitutional Carry to the House floor. NAGR will be working with our allies on the ground in Virginia to find a more courageous sponsor to bring this to the floor going forward.
  • Wisconsin: Last year, Wisconsin became the 49th state to recognize concealed carry in SB 93 (Galloway). The bill originally began as a Constitutional Carry bill.
  • Elsewhere: 2011-12 Constitutional Carry bills were considered in Nevada, Idaho, Indiana, Oregon, Utah, and West Virginia. However, those initiatives failed to become law.

    This brings the total to 26 states that have, are considering, or have considered Constitutional Carry during this legislative cycle.

Cynthia Lummis closet anti Bill of Rights?

While you and I were busy fighting an expansion of gun-free zones here in Wyoming, the folks in Washington D.C. were moving to enact new gun control on a unsuspecting public.

Sadly Representative Cynthia Lummis voted YES on a measure that criminalizes someone that is lawfully carrying a firearm for self defense.

Under this federal legislation, H.R. 347 – Restricted Buildings and Grounds Improvement Act, anyone addressing the government with grievances (like the first amendment guarantees) while lawfully in possession of a firearm, could face ten years in prison.

The gun grabbers recipe is simple:

Create new places where the second amendment no longer applies – Start by taking something as harmless as tea party gathering, combine new regulations that say it’s disruptive of government business, finally throw law abiding gun owners into the mix, and there you have it, gun owners under the bus again!

The text in H.R. 347 is so telling of the real agenda — expansive gun control– just being in the “proximity” of federal property — could be punishable.

Who defines “proximity”?

Does it mean 10 or 10,000 feet?

Please call Rep. Cynthia Lummis and tell her a vote for “gun control” no matter how insignificant it may seem is a vote against Wyoming.

Representative Tom Lubnau (R-Gillette) Speaks with forked tongue

In an interview on Glenn Woods radio show (AM1270 in Gillette) Representative Tom Lubnau (R-Gillette) stated that HB-60 preemption reform legislationwas a “crazy gun bill”.

Of course Lubnau says he didn’t shoot down the bill –Reality Check– the bill failed 2 votes shy of the 2/3rds majority – 38-21. And YES Lubnau was a no vote!

In a stupendous reach he also said- “I’m not going to place police officers in jeopardy of being fired for going up to a suicidal person and saying, ‘Why don’t you put that gun down’”.

Using scare tactics regularly echoed by the gun control crowd, Lubnau has now reached a new plateau as he untruthfully suggested that all common sense would be thrown out the window if this bill advanced.

HB-60 is virtually identical to a bill that was signed into law by Florida’s governor — putting an end to three decades of local government crushing the citizen’s right to keep and bear arms.

Incredibly during his interview Lubnau also defended his “so-called” pro-gun position while adding he is in Cheyenne to read the bills. But don’t be fooled!

Because soon afterwards, the “Republican Floor Leader” slithered back to his previous mode of operation.

Here it comes. Wait for it…

The “Republican” floor leader is now supporting one of the largest expansions of gun free zones in Wyoming.

HB-70 a bill that is disguised as a court security measure — when in fact it specifies a change to current statute making “All COUNTY BUILDINGS containing a district or circuit court” a gun free zone or better named “criminal safe zone”.

This legislation will relocate the “secured area” of the court room to the “front door of the county building”. Please forgive me for being redundant…If HB-70 passes it will be one of the largest expansions of gun free zones in Wyoming ever witnessed.

So much for Tom Lubnau “reading the bills in our best interest” and being (in his own words) an “ardent supporter of your gun rights” — Since he now is advancing legislation that goes hand in hand with a proposal by anti-gun Gillette Mayor who wants a similar gun ban on all city property.

By the way, when I confronted anti-gun Mayor Tom Murphy about his gun ban, he responded by boiling over and sticking his finger in my face.

It appears that Lubnau is working for his local government officials in “Gillette” instead of defending the rights of the voters that elected him to office.

Wyoming Gun Owners is the ONLY gun rights organization working at this level — Exposing anti-gun politicians, lobbying to pass pro gun legislation and working to stop all gun control in Wyoming.

I stand by my statement — Representative Tom Lubnau the “Republican floor leader” should step down and let someone else take the helm.

Yet another politician wants to change our state into a Free Fire Zone for criminals! His stated reasons, are as usual, illogical and based upon some distorted sense of political correctness. We, the people of Wyoming need better from our leaders. Think about it folks. The gang bangers are not just in Cheyenne where there is a tremendous amount of law enforcement. They have spread out all across our state, and it is only a matter of time before something disastrous happens.

Courts only..? Just how long will that last? Not to mention that the man literally insults the intelligence of our Police Officers. Even a dumb Paramedic like me knows better than to just walk up to a suicidal person with a gun… Blue suicide..? The steps leading up to the Courthouse work just as well for that.

Will the next Columbine or Virginia State happen here? Don’t think for one second that this will remain only a Court building thing. If so will only the criminals be lawfully armed until the Police arrive? Two or three minutes is a VERY long time when some misfit is armed with a full auto weapon that is practicing the spray and pray method of marksmanship.

We, the people of Wyoming need to hold our leaders feet to the fire whenever they practice the politics of political correctness, and I call upon every single member of  Mr. Lubnau’s district to give him an earful over this. Then, come next election cycle, send him back home and remind him about why he is there at home at every opportunity!

Vying for your vote in the field of “Republicans” are candidates with a documented history of supporting gun control schemes backed by the Brady campaign against guns.

And like usual the tough gun rights questions aren’t being asked of the Presidential candidates by the liberal anti-gun media.

Even the so called “conservative” talking heads seem to sidestep the real meaning of the right to keep and bear arms.

This is very concerning since here in Wyoming “constitutional carry” was passed into law eliminating the need to–ask big brother permission–before exercising your God-given right to self defense.

That’s why now more than ever we must demand to know if these candidates will defend or strike down the rights that you and I have worked so hard to restore.

Wyoming Gun Owners is the only state organization working at this level, asking the hard questions in a–Wyoming Gun Owners 2012 Presidential Gun Rights Survey–that was sent to the candidates by certified mail.

Ron Paul is the only Republican candidate who has returned the survey. His response was 100% in favor of your gun rights.

The remaining candidates, Mitt Romney, Newt Gingrich, and Rick Santorum, have all decided to stonewall gun owners by refusing to return their surveys!

Also receiving Mitt Romney’s survey was his Wyoming Campaign Chairwoman–Cynthia Lummis.

During a state wide radio tour Representative Lummis announced her personal endorsement and declared Romney as the best candidate for Wyoming.

Unfortunately Romney’s past is riddled with heavy support of gun control, even signing some of the most draconian gun laws in the nation during his occupancy of the Massachusetts governor’s office.

Romney says he has “changed his mind” on a laundry list of issues. But how can anyone truly believe he has had a change of heart concerning the second amendment if Romney now refuses to put his answers on paper and place his signature on it?

In my personal experience, when a candidate refuses to put their views on the second amendment in writing, it’s a early sign that if sent to Washington they would just lay down and pander to those in the gun control crowd.

This is why it’s so important for you to contact Mitt Romney’s campaign chair Cynthia Lummis and demand an answer of why we are hearing–absolutely nothing but silence–on tough gun rights questions.

All politics are local…

It has been said time and time again that all politics are local. While that may be true to a certain extent it’s not necessarily true across the board. Just take a look at the dog and pony show that is the ongoing Republican process for the nomination for President

There is nearly always some sort of dirt going on at the local levels of government, and it is virtually always by establishment types to ensure that they maintain control. Here in Wyoming right now there is a move underway to remove voter supported gadfly’s via the redistricting. That means cutting the districts up so that only “approved” people will get elected.

Sure, the law requires things to be reassessed every ten years. However, this is often used by one faction or another to further their particular agenda. One example might be a faction that favors more taxation in this or that application. Remember, The Taxed Enough Already movement was started with local control in mind, and that didn’t simply mean keeping a tight rein on our Congressmen. Think about the discussion at the federal levels right now about tax rates. Then take a look at all your local taxes, including the local and state taxes that are thinly disguised as “user fees.”

Then take a look at the locally elected folks, and just what they really stand for? How many really stand up for the State or Federal Constitution? How many have proposed the lifting of one law when ever another law is placed on the books? How many have proposed any law that places more freedom and liberty in the hands of those that have to live with these laws..? How many of them think that a citizen is going overboard, or being a threat when all they are doing is acting according to their rights under the law, and then act to change the law so that they “feel” better about things? The recent fiasco about carrying a gun in Casper at the council meetings is a great example of things along those lines.

Wyoming has been called the equality state, and for good reason. However, creeping misandry / mysandry, hoplophobia,and political correctness are changing the face of things here, and not for the better. What can be done about this change of the states social and political personality?

People need to become more involved, period. Putting your name out front, and calling out your local representatives when they go over to the dark side. At meetings, on the internet, and even on the sidewalks when the occasion presents itself. Get active, publicly with those organizations that really do stand up for all of our rights, and call out those that only pretend to do so on their hypocrisy.

We need a “Tar & Feather Brigade” so to speak that simply will not back down or compromise away our deepest values.

Wyoming: What a mix…

People from Wyoming are a mix to be sure. From folks that are one end of the social / political pendulum to the other inhabit this state.

Most are already fed up with the obama and his disastrous programs. Indeed, him and his various cronies appear to have targeted Wyoming for economic disaster. From coal to uranium and hunting we are in the cross-hairs.

It’s no wonder that the Sovereign Citizen Movement is so strong here. But we also tend to support things that would not be expected from a state that is so full of dissatisfied people.

Still, we have a lot of decent people that are members of  or support organizations Such as Wyoming Gun Owners Association and Rocky Mountain Gun Owners just to name a couple.

Yes, we do love our liberty and freedom. Not to mention that nearly everyone here is at least part Taxed Enough Already in our very souls.

Matt Mead: A clone of John McCain..?

The Republican nominee for Governor in Wyoming appears to be just another Republican in Name only. What the hell do we need that for?

CHEYENNE — Sen. John McCain says he is a supporter of the second amendment and proudly wears his endorsement by the NRA, even though he clearly joined gun grabber and Brady poster boy Mayor Bloomberg. You see, McCain was involved in a multi-state campaign against gun shows in an attempt to pass legislation he couldn’t get passed in his own state of Arizona.

Sadly and similarly Mead advertised he was a lifetime NRA member and gun collector and when questioned about fighting on the side of the feds in “BATF vs. Wyoming”, Mead shrugged it off as questionable information by “some blogger that refused to speak with him”. The truth is this is the first documented lie in his campaign.

As the Director of Wyoming Gun Owners I spoke with him not just once but two times. And so you know, Mead told me “he was just doing his job”. Certainly Mead wanted this withheld from the campaign trail and said anything but the truth to cover it up, so much for “integrity”.

When it comes to spending, Senator John McCain has out spent his rival spending more than $20 Million, that’s six times more than his opponent.

Again, similarly here in Wyoming Matt Mead spent a record amount of his money, a whopping 81% (that’s about $900,000) of his reported campaign finance came out of his own pocket. How do you spell D.C. style politics?

There are other similarities between Mead and McCain including statements that are designed to communicate to a more conservative base, even though past history reveals they were personally committed to a more liberal base.

Although widely unreported this moderate stance of Matt Mead is even more evident in how he was elected to office. There was an estimated “switch-voting” of up to nine thousand votes. In case you don’t know what this is, it is where Democrats changed their party affiliation at the polls so they could vote for the most liberal Republican candidate, in this case Matt Mead was the beneficiary. A Liberal state employee blogger mentions it here in – At the polls, Democrats are switching over in large numbers.

Another fact, the newspaper that endorsed Barack Obama went out of their way to stump for Matt Mead and after the elections many Democrat voters echoed the Casper Star Tribune endorsement saying, Mead would be most like Freudenthal.

Did I mention Obama-Care is now even closer?

I’m going to end with this, if the people of Wyoming want so much to keep Freudenthal and his policy of licking the boots of the federal government, why didn’t they suggest removing his term limits? I’m just saying….

Uniting in Wyoming..?

Already we are hearing about Republicans uniting behind Matt Mead for the Governorship in November. While he most certainly is better than his Democrat opponent Wyomingites need to remember that Matt Mead has some pretty serious flaws.

Mister Mead is anything but a supporter of limited government, or states rights. Those are two very big issues here in the Cowboy State. His positions regarding gun control are abominable, and no, his NRA membership and rating mean very little.

I have to wonder what Matt Mead’s positions, as a former U. S. Attorney are on things like Ex Post Facto Law, and unfunded mandates from the Federal Government? On economic sustainability as opposed to federal handouts? On taxation in general?

Ron Micheli: Never quit, never surrender!

Well folks guess what? Even in Wyoming, yes, Wyoming! Political correctness reached out like a Copperhead… That, and the basic political machinery of our nation… There is a reason that I joined the Libertarian Party back in 1980… We need to break the back of the two party system. It is that simple folks. Sure, reform the Republicans, or even the Democrats. I don’t give a hoot what you call it…

I used to say that once in power that there was not a dimes worth of difference between the two parties. Guess what folks? I was wrong. (Typed / said with a stutter ala “The Fonz.”) I bitched at the Republicans spending like not just drunken, but stoned sailors… No, it’s not a dimes worth, it is in the trillions of dollars!

And, not to mention: While the Republicans threatened to use the Constitution as toilet paper? The Democrats have. At least the Bill of Rights!

Then, we have what happened in Wyoming, of all places..?

Keep your chin up, and hold your head high Ron. You fought the good fight.

A day without fishing… Or blogging? Say it isn’t so!

Global warming struck my small slice of Wyoming today, and the snow stopped… For a few minutes anyways.

I’m not really much of a cold footer when it comes to fishing. Today though, I simply could not resist. Although I absolutely loved the fishing opportunities that Colorado offered? I never had an active trout stream literally within walking distance of my home.

I set the reloading things aside. The 270 can wait, at least for today… After all, last evening I had loaded up twenty precision rounds of Sierra GameKing. Deer, and Pronghorn are accounted for, and only the Elk loads remain to be loaded, both Accubonds and Partitions. Sometimes the inexpensive out performs the standard of the line. Be that Marlin XL7 Rifles, or Orvis Green Mountain Fly Rods.

The Orvis came out as if by magic, as did my waders, vest, and the various flies that I had tied across this rather extended period of man made global warming, or, as it is known in Wyoming, winter.

Men, and yes, women too have addictions, as noted elsewhere on this blog. They include, but are not limited to; Turkey Hunting, Fly Fishing, Elk Hunting, bass fishing, Fly tying, gun dog work and Upland Game Hunting, shooting of all disciplines, and the list is apparently never ending. Chili cooking addiction is, in particular, a very devastating addiction that get little attention. Entire families get hooked, for generations on Chili Verde and how it is best prepared.

I cleared the recently reduced three feet of snow from before the Ford Ranger. No small feat for a man well over fifty with a bad back, and started the trucks engine… Then I cleared the way onto the road, which, was actually dry pavement thanks to the the City Snow Plow Driver that works for us tax payers… No small feat for that group of Boy Scouts next door that were doing their civic duty clearing off the driveway and sidewalk of that astonishingly well endowed young “lady” that lives next door… Anyways…

I made it down the street that I exist on… I mean live at, to another side road. I progressed as it were, behind yet another tax paid truck driver with a big pusher thingy on the front of the truck to my point of embarkation. Satisfied, I pulled off my ultra light hiking shoes; known in most of the world as sneakers, and white cotton socks. Replacing the with my wool “Not Quite Perfect” full length socks. ( Yes, that is a brand name folks, and they are very good for the price paid! ) Opened up the door of my truck, and the following tax paid truck gave me a dose of global warming Wyoming style…

Any ways… After digging myself, my Fly Rod, and other gear out, I made my way down to Clear Creek.Where I was, uh.. Joined, by other town folks. Actually they were there waiting for me… Brothers of the outdoors!

Nancy said something like; “Don’t you wear your waders on the outside, and with a sinister look in her eye, proceeded to dress me more appropriately… Nooge, a retired Firefighter and Guardsman made the comment that he also might be in need of such training in proper dress. Michael, Donald, and Jimmy were all subjected to Nancey’s expert servicing…

Nancy did ask me something along the lines of “What ya’ think  I need to learn about fishing for flies…”

Preparation for fishing completed, I was asked to cast the first fly. I chose the Nancy Biot Midge pattern, stringed it up, and, drifting it through the eddies, and soon latched up with a decent Hofer Rainbow! Must have went all of  nine inches!

Then I woke up…
